72.附录 12 表格第一栏所列物质

1. 在 2020 年11 月 1日之后，不得以下列任何一种方式投放市场：

(a) 服装或相关配件;

(b) 除衣服外的纺织品， 在正常或合理可预见的使用条件下， 与人体皮肤接触的程度与衣服相似；

(c) 鞋类

如果衣服、相关配件、供消费者使用的衣服或鞋类以外的纺织品，且该物质以均质材料计量，浓度等于或大于附录12 中该物质规定的浓度。

2.作为减损方式，投放市场的夹克、外套或室内装潢产品中的甲醛[CAS No 50-00-0]，在 2020年11 月 1日至 2023 年11 月 1 日期间，第1 条中相关浓度应为 300 mg / kg。此后需执行附录12 中规定的浓度（75 mg / kg）。

3.第一条不适用于：

(a) 服装、相关配件或鞋类，或仅由天然皮革，毛皮或皮革制成的服装、相关配件或鞋类的部件。

(b) 非纺织紧固件和非纺织装饰部件。

(c) 二手服装、相关配件、除服装或鞋类以外的纺织品

(d) 供室内使用的地毯和地板覆盖纺织物品

4.第一条不适用于欧洲议会和理事会第（EU）2016/425 号法规（*）或第（EU）2017/745号法规（**）中的服装、相关配件、除服装或鞋类的纺织品。

5.第 1 条（b）项不适用于一次性纺织品。“一次性纺织品”是指设计为仅使用一次或在有限时间内使用的纺织品，不得用于相同或类似目的的后续使用。

6.第一条和第二条的适用不影响本附件或其他适用的联盟立法中规定的任何更严格限制。

7.委员会应审查第 3(d)条中的豁免，并酌情修改该点。
